This paper reports on the concept of skill-sets, its types and identifying its determinates or components for evaluation. The objectives of this paper were identifying the determinates or components of skill sets for evaluation of employees on the perspectives of their work environment. The determinate was identified based on the job analysis and learning outcomes to evaluate different skill-set by the tabular method using a case study. The average skill-score is found below 41% in that case study, which reflects the standard of the existing education and training system. This fact necessitates running the life-long education process. The enumeration and evaluation of skill-set enable the organization/services to take effective measures against the weakness of the organization by improving individual skills. The government may also tape the potentialities of retired persons to integrate them in the growth trajectory of national development and this helps to ensure their optimal utilization in the national economic growth. Finally, this paper has proposed a tree algorithm based on the tabular model concerning a case study for implementing this in a computer-based system following the cumulative average weighting (CAW) method.
